   But are you aware that the City of Phila. does not manage the Phila. Parking   
   Authority? It's controlled by the Commonwealth of PA so the revenue   
   received is not directly handled by the city.

   There's another lesson which I hope you learned the hard way: don't park   
   in handicapped parking spots. EVER. Never mind what the sign says.
