   In Pennsylvania, you'll have a fun time with this argument.  Remember that   
   it was specifically labeled "Reserved parking" which means that you're out   
   of luck no matter how it goes.  You can't park in handicapped spots in   
   Philadelphia that are marked no matter how you misinterpret PA law.
