   If a meter or parking space is marked "Reserved Parking" anywhere in the US,   
   one has to assume that parking there is forbidden unless one meets the   
   requirements for the reserved parking spot.  You chose to park there   
   despite probably noticing that all other spaces were filled, that's likely   
   a clue that something is wrong in most places.  Why don't you just admit   
   you messed up, pay the fine and get over it?
