   I have a word of advice for you, better consult a lawyer before you rely on   
   getting a hearing in NY or any other state if this issue does crop up.   
   Since you had the opportunity for an administrative hearing in   
   Pennsylvania, and decided to forego that opportunity, you most likely have   
   waived the right to a hearing or trial on the same issue in NY State.   
      
   I don't know what the odds are that you will ever face sanctions in NY but   
   if you do, the only place to litigate the issue is in Pennsylvania.
